Cycling tax?  Hmmm, this brings a phrase to mind: "Get bent."  This fine fellow over at the LA Times presents an incredibly flimsy argument for taxing cyclists for bike path construction, etc.  Have a look.  
His argument is essentially that building bike paths is not a cost-effective use of transportation dollars.  He sites motorists having to sit in traffic, wasting "3 billion gallons of fuel each year" as a reason drivers are entitled to "cost-effective" use of transpo money.  My head is about to explode.
