congestion pricing, ho!

i freely admit congestion pricing is an issue near and dear to my heart and i'm writing about it a lot. well, at least linking to people who are writing about it. but all of a sudden a lot of forward progress is being made. spitzer came out in favor of it today as bloomberg uses the mta's sorry state of fiscal affairs as a cornerstone to making it happen. huzzah!!!
